Bought new for a wedding, special ordered with extra length (usually an upcharge) and it came to me super long so was able to hem it to the exact length I wanted. I'm 5'9" and wore 4 inch heels and it was hemmed to fit that. It is definitely still very long and would be too long for most people, probably. It is about 57" from the top of the middle of the dress to the bottom of the hem.
There are strips of mesh fabric that makeup the skirt and you can just wear them down so that the dress is strapless, or, there are supposedly 6 ways to tie the dress. It is dry cleaned, in great condition. I don't remember if I altered the top, but if I did, it wasn't much. I would say that it's a true size 14. Just don't need anymore and clearing out a closet. It has been sitting in a closet clean, secure in the plastic bag alongside other dresses for about 7 years, wedding was in 2016.
